Forge Blue / Groundswell Funding intelligence · built on OJAI

Follow the money. Find the gaps. Fix the rules.

Federal climate and conservation money now passes through systems that screen, score and cap who gets it. Groundswell maps where that money lands against where the need is, and uses open AI models to read the rules that lock frontline worker organizations out.

Funding gap map

Where the money goes, against where the need is.

Switch between funding received, environmental justice need and the gap between them. Click a state to see what drives it. At full build this runs down to census tracts, with labor data from the Census and the Bureau of Labor Statistics.

Read the fine print before it reads you out.

Open models read a funding notice the way a lawyer would and flag the clauses that shut out small groups: match requirements, registration hurdles, past-award rules and caps. Each finding comes with plain words and model language for a fix.

Notice of funding opportunity · Coastal community resilience grants

The program supports projects that restore coastal habitat and build local capacity for climate adaptation. Eligible applicants are limited to state agencies, tribal governments, institutions of higher education, and nonprofit organizations with an annual operating budget of at least $1,000,000.

Applicants must provide a non-federal cost share of at least 100 percent of the federal amount requested (a 1:1 match), in cash or documented in-kind contributions, at the time of application.

All applicants must hold an active registration in the System for Award Management and a Unique Entity Identifier no later than 30 days before the application deadline. Applications will be screened automatically for completeness.

Priority will be given to applicants that have successfully managed at least two prior federal awards of $250,000 or more within the last five years.

Funds are paid on a reimbursement basis. Indirect costs are capped at 10 percent, and no more than 15 percent of the award may support staff wages for community members.

Community-controlled data

The people the data is about decide who sees it.

Groundswell was built with frontline groups, so the data has three tiers. Communities choose what is public, what stays with members, and what is shared only with explicit consent. Final policy recommendations need frontline worker sign-off.

Tier 1 · PublicTrends and maps anyone can see, for funders, press and policymakers.
Tier 2 · Members onlyDetail shared inside the coalition to plan applications and campaigns.
Tier 3 · ProtectedSensitive stories and records, shared only with explicit consent.
